Born in Hawaii, Frank was admitted to the Hawaii Bar in 1954. He practiced for five years as an associate attorney at the then Honolulu law firm of Smith, Wild, Beebe & Cades.
In 1959, following Hawaii’s admission to Statehood, Frank served as Administrative Assistant to Hawaii’s new Senator, Hiram L. Fong, in Washington, D.C. Upon his return to Honolulu three years later, Governor William F. Quinn appointed Frank to a cabinet post as Director of Labor and Industrial Relations.
A year later, he returned to private law practice and in 1963, founded the law firm of Damon & Shigekane, the predecessor of our firm today.
